19 липня 2025 року відбулася позачергова Конференція Херсонської обласної асоціації футболу

19 липня 2025 року в онлайн-форматі відбулася позачергова Конференція Херсонської обласної асоціації футболу (ХОАФ). Захід проходив із використанням сучасних засобів комунікації, що було зумовлено складною безпековою ситуацією на Херсонщині, масованими обстрілами з боку країни-агресора та дією воєнного стану.

У Конференції взяли участь 14 з 16 обраних на конференцію делегатів. Делегати заслухали звіти Виконавчого комітету та Ревізійної комісії про діяльність Асоціації у звітному періоді та ухвалили низку важливих кадрових та стратегічних рішень, обрали нові керівні органи Асоціації.

Серед ключових викликів, що впливають на діяльність Асоціації, було відзначено:

• масове вимушене переселення понад 500 тисяч жителів Херсонщини за межі України;

• приблизно така ж кількість переселенців у межах країни;

• залишення в підконтрольній частині області орієнтовно 80 тисяч мешканців;

• перебування окремих членів Виконкому в полоні (зокрема, Ігоря Колихаєва);

• факт переходу окремих осіб на бік окупантів.

У зв’язку з цим Конференція доручила новому складу Виконавчого комітету розробити оновлену програму розвитку футболу в області, а також налагодити комунікацію з переселенцями та підтримку футбольних талантів Херсонщини — передусім дітей.

На посаду Голови Асоціації були висунуті три кандидатури:

• Сергій Хлань — заступник голови Асоціації, депутат Херсонська обласної ради, ветеран війни;

• Олексій Кручер — виконавчий директор ХОАФ;

• Олександр Головко — головний тренер МФК «Діназ» (м. Вишгород, Київська область), який, попри статус делегата, участі в Конференції не брав.

Більшістю голосів головою ХОАФ було обрано Сергія Хланя. Першим заступником голови обрано Андрія Гордєєва, заступниками — Віктора Білана та Юрія Сердюка. Оновлено також склад Виконавчого комітету та органів футбольного правосуддя.

Незважаючи на успішне проведення Конференції, футбольна громада Херсонщини була обурена діями окремих посадовців Української асоціації футболу (УАФ), що мали ознаки втручання у внутрішню діяльність регіональної організації:

• Це вже третя спроба проведення Конференції ХОАФ в умовах активних бойових дій та окупації понад 2/3 області. Попередні переносилися на вимогу керівництва УАФ з метою впливу на вибори очільника ХОАФ

• Останнього разу УАФ наполягала на проведенні Конференції в приміщенні Будинку футболу, однак в останній момент, без пояснення причин у доступі до приміщення було відмовлено, а з метою недопущення до приміщення делегатів було викликано поліцію.

• Голова Асамблеї регіонів УАФ Ірек Гатауллін здійснював тиск на делегатів з метою вплинути на результати голосування та закликав підтримати кандидатуру Олександра Головка.

• Генеральний секретар УАФ Ігор Грищенко заборонив проведення Конференції у приміщенні Будинку футболу, навіть попри погоджене рішення Виконкому УАФ, а охорона фізично не допустила делегатів до приміщення.

Футбольна громада області рішуче засуджує подібні дії посадовців УАФ як такі, що:

• грубо порушують принципи демократичного управління в системі футболу;

• дискредитують репутацію керівництва УАФ;

• перешкоджають законній діяльності обласної асоціації.

ХОАФ залишає за собою право звернутися до Комітету етики та чесної гри УАФ, органів футбольного правосуддя, а також інших компетентних органів з вимогою належної реакції на дії Ірека Гатаулліна та Ігоря Грищенка.

Футбольна спільнота Херсонщини залишається згуртованою, цілеспрямованою та готовою відстоювати свою честь, гідність і право на розвиток спорту в умовах війни.

On July 19, 2025, an extraordinary Conference of the Kherson Regional Football Association (KRFA) was held online. The event was conducted using modern means of communication, which was due to the difficult security situation in the Kherson region, massive shelling by the aggressor country, and the imposition of martial law.

14 out of 16 delegates elected to the Conference took part in the Conference. The delegates listened to the reports of the Executive Committee and the Audit Commission on the activities of the Association during the reporting period and adopted a number of important personnel and strategic decisions, electing new governing bodies of the Association.

Among the key challenges affecting the activities of the Association, the following were noted:

• mass forced displacement of more than 500,000 residents of the Kherson region outside Ukraine;

• approximately the same number of internally displaced persons within the country;

• about 80,000 residents remaining in the government-controlled part of the region;

• some members of the Executive Committee being held captive (in particular, Ihor Kolykhaiev);

• the fact that certain individuals sided with the occupiers.

In this regard, the Conference instructed the newly appointed Executive Committee to develop an updated football development program in the region, as well as to establish communication with displaced persons and support football talents of the Kherson region — primarily children.

Three candidates were nominated for the position of Head of the Association:

• Serhii Khlan — deputy head of the Association, deputy of the Kherson Regional Council, war veteran;

• Oleksiy Krucher — executive director of the KRFA;

• Oleksandr Holovko head coach of FC “Dinaz” (Vyshhorod, Kyiv region), who, despite being a delegate, did not participate in the Conference.

By majority vote, Serhii Khlan was elected Head of the KRFA. Andrii Hordieiev was elected First Deputy Head, and Viktor Bilan and Yurii Serdiuk were elected Deputies. The composition of the Executive Committee and the football justice bodies was also updated.

Despite the successful conduct of the Conference, the football community of the Kherson region was outraged by the actions of certain officials of the Ukrainian Association of Football (UAF), which showed signs of interference in the internal activities of the regional organization:

• This was already the third attempt to hold a KRFA Conference under conditions of active hostilities and occupation of more than two-thirds of the region. Previous ones were postponed at the request of the UAF leadership with the aim of influencing the election of the Head of the KRFA.

• Last time, the UAF insisted on holding the Conference in the House of Football premises, but at the last moment, without explaining the reasons, access to the premises was denied, and the police were called in to prevent the delegates from entering.

• The Head of the UAF Assembly of Regions, Irek Hataullin, pressured the delegates to influence the voting results and called for support of the candidacy of Oleksandr Holovko.

• UAF General Secretary Ihor Hryshchenko prohibited the holding of the Conference in the House of Football premises, even despite the agreed decision of the UAF Executive Committee, and security physically did not allow the delegates to enter the premises.

The football community of the region strongly condemns such actions of UAF officials as those that:

• grossly violate the principles of democratic governance in the football system;

• discredit the reputation of the UAF leadership;

• hinder the lawful activities of the regional association.

The Kherson Regional Football Association reserves the right to appeal to the UAF Committee on Ethics and Fair Play, football justice bodies, as well as other competent bodies, demanding an appropriate response to the actions of Irek Hataullin and Ihor Hryshchenko.

The football community of the Kherson region remains united, determined, and ready to defend its honor, dignity, and right to develop sports in conditions of war.
